Richard has been in the criminal justice system for 34 years, at both the federal and county levels. He is currently a Supervisory Criminal Investigator with Los Angeles County, and he is the training supervisor for new investigators. Richard is also on the department's Investigator Training Committee. He has also been an industrial accident investigator for a five year period and has been a Defensive Driving Instructor for three years. Richard earned two law degrees, B.S. in Law and J.D., from Western State University, Fullerton, CA.
